Reservation Policy in Recruitment – Some Issues. Prin. S. P. Sharma

In recent times, it has become fashion to declare and demand caste backward by people, who belong to the caste. This is to avail reservation seats in recruitments in Government Services and admission in prestigious institutions. Such demand has been raised by some casts, which were considered as forward castes. Forward castes are the castes that are economically sound, and enjoy high respect and social status. By late, it has been found that such forward castes are also demanding some percentages in reservation. The argument is that status and economical condition cannot remain same forever. Thus so cold forward castes can become backward in comparison to back ward classes –that have been enjoying reservation for decades.


Reservation is a kind of medicine and medicine is prescribed for a period. The section of society that is given reservation must be given for a fixed period. After that period the policy must be reviewed. In fact, there is no provision of review of the policy after a regular period. Thus the policy of continuation for political advantages and the implications of that have raised impatience in the castes that are paying the costs for such policy. They argue that after 50 years enjoying the benefits of reservation policy , if still the reserved castes consider themselves as backward, then it raised big question mark about its credence..!!.

Secondly, due to reserved castes, lower standard for qualifying in services and in admission in prestigious institutions, the advanced castes have to pay the cost. After 50 years of advantages, if the social equilibrium is not attained then it needed review.  A nation can remain strong and united and skewed toward development, only if equal opportunities are given to all. Otherwise the system will become corrupt and inefficient. That is what common man is experiencing. Eventually that will lead to civil war. In globalization age only that country will lead that has best and trained human force. The reservation policy is hindrance in the way of development. That is what the agitators feel.

Thirdly, If such excess advantages are given to some castes and others will refrain from that, then a day will arrive at, where the benefited classes will advanced and the non-benefited classes will become backward. In any situation, medicine and reservation cannot be continued forever. And a regular review is must for all castes against the standards set by government to qualifying for the benefits. The entry and exit both should be possible for all castes on unbiased way.

Fourthly, if reservation is extended for more than 50 years on the name of backward castes, after such a long period, at least some section of the caste must have attained standard equal or better then the forward classes. Those who have already enjoyed benefits once and are on record they must be eliminated from back ward classes.

Fifth SC/ST/OBCs have double advantages with themselves, as they can compete in open quota, along with, their castes quota. Thus unreserved castes feel cheated and frustrated.
Sixth, it is gross injustice to unreserved classes to see that MLAs, MPs, IASs, Ministers, Governors, Universities’ Vice Chancellors, Principals’ and professors’, Bank Officers’ and children enjoy benefits of reservation. From which standard they are backward?  Not only that their promotion and transfer criterion are also lenient..!!! 
There must be a water tight system that is unbiased and based on full proof data, which decide about the backward and forward castes based on economical data on regular basis for all people/ castes (i. e. after every five years). All castes should be analyzed and then such reservation policy should be applied based on the data. The authority that carries such functions should be free from all political parties’ influences (such as Election Commission). IT companies should be given the job to prepare such software that give impeccable data. IF anyone gives faulty detail he/she must be severely punished.


Finally, in 60 years after Second World War, Japan, Israel, china, Singapore etc Nations have built their countries strong and their Nationality feeling in stronger among citizen. If these Nations can build their National character, why India is lacking that National feeling? One of the reasons is the different standards for different people based on castes and creeds. In fact in India elections are won on basis of castes and candidates are selected on the same criteria. That is enough evidence, that either the system is faulty or the political parties are using such castes for political purpose by throwing a loaf of reservation to such classes?
Conslusion:
A strong nationality can be built and survived only when equal opportunities are given to its all sections of citizen. if reservation policy is applied, it must be applied to all people without any biased of castes, based on some uniform criterion i. e. economical. The argument that some castes are forward, economically strong and hence not eligible for reservation is wrong. It means that, those castes that averagely perform better are denied of reservation. Means we are punishing those who are progressive and striving hard to scale new heights in performance every time.  What motivation will remain for them to perform better? In fact there is a race among castes in India to declare themselves backward..!!!!!!. In this globalization age only that Countries will survive, that remain ahead in Development.


Present reservation policy will create bumps on the way of development and slower the progress of people. It is duty of Center and State Governments to give serious look to the present policies of reservations and amend that on equitable ground. Otherwise there will be agitations and counter agitations among castes and that will damage the image of India internally and globally..
